How to check for yourself

  1. Open the App Store on your iPhone or iPad.
  2. Search "Telegram." The official app (by Telegram FZ-LLC) should appear with a Get or ⬇︎ button — it's downloadable again.
  3. It was restored globally, so it should be back everywhere. If a storefront is briefly slow to update after the restoration, give it a moment and search again.

If it's already installed on your device, you don't need to do anything — existing installs kept working the whole time.
